OJK to Tighten PayLater Regulations: Age and Income Limits

Jakarta, VIVA – The Financial Services Authority (OJK) is preparing regulations related to Buy Now Pay Later (BNPL) for Financing Companies (PP BNPL).

In this context, OJK will establish limits on the minimum age and income levels of Paylater users.

Acting Head of the Department of Financial Literacy, Inclusion, and Communication, M. Ismail Riyadi, stated that these regulations aim to protect consumers and the public while minimizing potential legal and reputational risks for operators of Information Technology-Based Joint Funding Services (LPBBTI).

"Therefore, it is deemed necessary to strengthen the regulations concerning LPBBTI," he said on Tuesday (Dec 31).

The regulations for Paylater include setting a minimum age limit for both lenders and borrowers at 18 years or older, or for those who are married.

Borrowers under LPBBTI must also have a minimum income of IDR 3 million per month.

"The obligation to meet the requirements/criteria for lenders and borrowers will become effective for new acquisitions or renewals no later than January 1, 2027," Riyadi explained.

He elaborated that lenders will be categorized as either professional or non-professional.

For non-professional lenders, the proportion of outstanding funding compared to the total outstanding funding is capped at 20 percent, effective no later than January 1, 2028.

"LPBBTI operators are required to take preparatory measures and risk mitigation efforts to ensure these strengthened regulations do not negatively impact their performance," Riyadi concluded.
