Job Creation Law is Government's Effort to Increase Human Resources

VIVA English – The Ministry of Manpower announced that Law Number 6 of 2023 concerning Job Creation is one of the government's efforts to improve the quality of human resources (HR) within the country.

"Regarding the quality of HR, this law has simplified the licensing of worker training," said Secretary of the Directorate General of Industrial Relations and Social Security (PHI and Jamsos) of the Ministry of Manpower, Surya Lukita, in Jakarta on Tuesday.

In the FMB9 Dialogue themed "Job Creation Law Boosts Labor Protection," he added that improving the quality of HR can have an impact on the Indonesian economy, enabling it to continue growing in the future.

According to him, by simplifying the licensing of both private and government training institutions, the needs of the industrial and business world can be fulfilled.

"With the development of training institutions, this will automatically provide opportunities for workers, both unemployed and those who are already employed, to improve their skills according to the competencies or qualifications required by the industrial and business world," he explained.

Surya added that the Job Creation Law also requires foreign workers to transfer technology to local workers. This technology transfer policy, he continued, is part of the work permit in Indonesia.

On that occasion, Surya also stated that the Job Creation Law guarantees that workers can attend training to improve their skills according to the needs of their new job.

If the worker experiences job termination due to skills that are deemed irrelevant to the current needs, then they can attend free training and enter the social security scheme. "Individual workers can prepare their own skills according to their needs in the new job," he said.

Outside of the Job Creation Law, he explained that there are other government programs related to improving the quality of workers that focus on vocational education.

He stated that in April 2022, Presidential Regulation No. 68 on the Revitalization of Vocational Education and Training was issued, which aims to create qualified and ready-to-work human resources.

In that regulation, a national coordination team for vocational education and training led by the Coordinating Minister for Human Development and Culture (PMK) and involving various ministries and institutions was established so that vocational education can be more directed and based on the needs of the business world and equipped with certification.

"Outside of that, we also establish a job market information system and also to see the competencies needed by the business world, so that the government and workers can prepare worker skills," he said.
