VIVA – The draft Health Bill contains proposals to make it easier for doctors to obtain a license to practice, according to Indonesian Deputy Minister of Health Professor Dante Saksono Harbuwono.

"The current requirements for applying for a doctor's practice are too long and require large funds, making it difficult for doctors to obtain permission to practice," Harbuwono said in a socialization of the Health Bill that was attended online in Jakarta on Sunday.

He said the same situation also occurs for the creation and extension of a doctor's Registration Certificate (STR), "There are too many recommendations, for practice extension the recommendations will be simplified, the STR will be made simpler, the Practice License (SIP) will also be made simpler."

Deputy Minister Harbuwono said that the first step taken to cut licensing is to return regulatory duties and functions to the government.

"The government will make rules for doctors' practice permits and no longer professional organizations," he said.

In addition, the Ministry of Health has also prepared a digital licensing scheme. Through this mechanism, the process of doctor practice licensing is encouraged to be faster, more transparent, and more comprehensive.

"Licensing is done with the help of digitalization, so you can immediately see how many points. This point will be a requirement to extend the license to practice and the doctor's registration mark," he explained.

Harbuwono hopes that the presence of the draft Health Bill, which is a the House of Representative initiative and has been included in the 2023 National Legislation Program can be a solution to these problems.

Separately, the Chairman of the Executive Board of the Indonesian Doctors Association (PB-IDI) Adib Khumaidi said the essence of providing STR/SIP recommendations is to maintain health quality through the competence of doctors who have been recognized by their organizations.

"It's not just IDI here, we are with related organizations. When doctors are practicing, not recommended, and fake doctors happen, it is the association that knows," he said.

Khumaidi agreed that if problems arise in the administrative process, they can be addressed together, one way is to create a centralized system. "We are very open to improving management internally.”

The importance of recommendations for doctors is to maintain quality and provide doctor services according to their competence, he added.

"We are worried that the public will be harmed. I can't imagine if fake doctors appear. Also, there must be participation, the government needs the support of professional organizations, and we are here to support that participation," he concluded.
